engine cut out

My engine cut out switch doesn't engage when the boat is running with the rabbit ears.
It comes out of gear easy with out any problems.
Is it not engaging because there is no force against the prop.I haven't had it in the water to test that theory.
I just wanted to know if anyone else noticed there switch no activating when out of the water.
I know the importance of this switch and just wanted to check

[Tech Support]

The cutout switch will only activate when there is sufficient tension on the shift cable. The boat will have to be in the water to put a load on the drive.
