water pump replacement

I was reading in my mercury repair manual about water pump replacement and it states with a caution, before proceeding to remove the lower unit, remove the high tension leads to the spark plugs, then remove the plugs. This does not make any sense to me unless they are afraid someone is going to try to start the motors. Is this step necessary, as it adds alot of work to the process.
