    Is there a better photo for step 2.3
    Install the brass shift shaft into the upper housing. Insert the brass piece, then install the washer, and then the cotter pin.
    Is the purpose of the washer and cotter pin simply to retain the shift shaft in the upper housing so it doesn't fall out entirely, or is it supposed to be a nice tight smooth fit (before being attached to the lower even)? I can't make it out in the pdf photo for that step at all.

    a retainer and it is a loose fit

      Thanks Bt Doctur -- is such a loose fit in the upper before joining the lower that I thought something must be wrong. But if it's just there to keep you from losing it entirely, then it's fine.
