Outdrive won't shift into forward or reverse

What happened is as follows I was cruising at about 2800RPM and my jumped out of gear engine reved up and I shut it down restarted motor ran fine all gauges read good temp volt etc tryed to put into gear nothing happened so I went home adjusted linkage using manual and everything worked fine on the hose when I put it the water still nothing what could be the problem? Or where should I start?
